DUTIES:
The Supervisory Financial Management Specialist will work as the Facility Revenue Manager of the Consolidated Patient Account Center (CPAC) and will be responsible for the coordination and management of the daily operations of revenue functions at the assigned medical center. Functions and operations of the CPAC include: compliance, revenue data validation, customer service, revenue utilization review, monitoring of revenue intake functions, reporting and liaison with medical center and CPAC leadership. Additional duties include, but are not limited to:
Participation in all revenue initiatives related to the complete revenue cycle.
Identification and coordination of changes.
Implementation of process improvements.
Monitoring of performance measures.
Ensures maximum collections and compliance with revenue activities.
Maintains standardization of processes.
Presents solutions to problems and tracks program progress.
Analyzes potential revenue sources.
Ensures all MCCF billing and collections guidelines are followed.
Develops and implements programs to manage patient accounts.
Identifies potentially billable cases.
Performs audit duties for either financial or operational programs.
Maintains internal controls and quality management.
Instructs employees on the purpose of assignments.
Sets deadlines and priorities for work assigned to employees.
Resolves conflicts as they arise.
Identifies developmental and training needs of employees.
Supervises assigned Facility Revenue Technicians and Revenue Utilization Review Nurse(s).
QUALIFICATIONS REQUIRED:
PROMOTION POTENTIAL: The full performance level of this position is GS-12. If selected at the GS-09 or GS-11 level you may be promoted without further competition to the next higher grade level when fully qualified and recommended by the selecting official. However, promotion potential is not guaranteed and no promise of promotion is implied.
Time-in-Grade Restriction
GS-09: Candidates must have completed a minimum of 52 weeks in positions no lower than GS-07.
GS-11: Candidates must have completed a minimum of 52 weeks in positions no lower than GS-09.
GS-12: Candidates must have completed a minimum of 52 weeks in positions no lower than GS-11.
GS-09 RQUIREMENTS
Education: Master's or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree, OR LL.B or J.D., if related. TRANSCRIPT REQUIRED.
OR Specialized Experience: Must possess experience at least one (1) year of specialized experience that has equipped you with the knowledge, skills and abilities to perform the duties that are related to this position. To be creditable, specialized experience must have been equivalent to at least GS-09 grade level to perform the duties of this position successfully. Specialized experience includes: monitoring the integrity of file data by ensuring data is timely and accurate; experience with the inter-relationship of healthcare support functions and operations, such as: account receivable, billing, patient access, compliance, insurance verification; financial reporting; knowledge of rules and regulations; auditing files; ability to work independently. NOTE: Evidence of specialized experience must be supported by detailed documentation of duties performed in position held. Please provide such documentation on your resume.
OR Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements and may be computed by first determining your total qualifying experience as a percentage of the experience required; then determine your education as a percentage of the education required; and then adding the two percentages to equal 100% to qualify for the position.
GS-11 REQUIREMENTS
Education: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a degree, OR LL.M, if related. TRANSCRIPT REQUIRED IF USING EDUCATION TO QUALIFY.
OR Specialized Experience: Must possess experience at least one (1) year of specialized experience that has equipped you with the knowledge, skills and abilities to perform the duties that are related to this position. To be creditable, specialized experience must have been equivalent to at least GS-09 grade level to perform the duties of this position successfully. Specialized experience includes: monitoring the integrity of file data by ensuring data is timely and accurate; experience with the inter-relationship of healthcare support functions and operations, such as: account receivable, billing, patient access, compliance, insurance verification; financial reporting; knowledge of rules and regulations; auditing files; ability to work independently; supervisory experience. GS-12 Specialized Experience Only: Must possess experience at least one (1) year of specialized experience that has equipped you with the knowledge, skills and abilities to perform the duties that are related to this position. To be creditable, specialized experience must have been equivalent to at least GS-11 grade level to perform the duties of this position successfully. Examples of qualifying experience are coordination and management of the daily operations of Healthcare revenue functions which includes revenue data validation, customer service, revenue utilization review, monitoring of revenue intake functions, reporting and liaison between medical centers and higher level leadership. Maintains open communication with medical center departments and services, especially as they impact the revenue process. Provides recommendations on resources (equipment, space, staffing, etc.) Evaluates departmental staff skills for assessment of training needs. Interprets laws, rules, regulations, decisions, and other government directives as they pertain to healthcare revenue operations. Maintains liaison and coordinates with representatives of other organizations throughout healthcare-related facilities, Medical Centers, and Patient Access Departments concerning projects that are being developed in order to determine their effect on the facility's resources. To be creditable, this specialized experience must have been equivalent to the GS-11 level in Federal government.
