Labor Management Specialist
JOB SUMMARY:

This position is located in the Labor and Employee Relation Branch Administrative services Division, executive support office at Portsmouth Naval Shipyard. He/She provides management support to include employee and labor relations services for all shipyard departments

KEY REQUIREMENTS
* Must be registered for Selective Service, see Legal & Regulatory Guidance.
* Suitable for Federal employment as determined by background investigation.
* Selectee may be required to successfully complete a probationary period.
* You must obtain and maintain a security clearance

DUTIES:

* Interprets new and established directives, instructions, regulations, etc. for potential impact on program objectives, operating policies, work operations and progress.
* Determines need for new or revised internal instructions, operating policies, procedures, guidelines, etc.
* Recommends and assists in preparation of new or revised instructions.
* Serves as advisor to shipyard managers regarding assigned management studies and employee and labor relations matters to include: grievances leave administration, disciplinary/adverse actions, management investigations, hardships, etc.
* Develops, gathers, reviews data and ensures existing and proposed directives do not contain conflicting, overlapping or duplicate material.

QUALIFICATIONS REQUIRED:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-9 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate some or all of the following:

GS-9

*Performs management studies and audits;

*Analyze program methods to determine the productivity levels of Employee and Labor relations programs;

*Gather Employee and Labor relations data to present these finding to managements

*Understand employee and labor relation program and policies

OR

* Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree Or LL.B. or J.D., if related.

*Administers management support program for the Employee and Labor relations

*Interprets new and established directives, union contracts, instructions, etc. for proposing and administering disciplinary actions dealing with leave issues, security clearance revocation, etc.

*Use knowledge of Employee and Labor relations to provide guidance

or

*Ph.d or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.

REQUIREMENTS:

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.
