This position is located in the Material Programs Division, Maintenance Instruction & Material Programs Combat Systems Engineering Department, Submarine Maintenance Engineering Planning and Procurement (SUBMEPP) activity. The selectee may, upon occasion, be assigned to other programs within the Division or Department. The scope and magnitude of those assignments and the level of difficulty, complexity, and management responsibility are essentially equal.

KEY REQUIREMENTS
* You must be a US Citizen.

* Selectee may be required to successfully complete a probationary period.

DUTIES:

1. Collects and analyzes submarine procurement and usage data from execution activities, and identifies material usage trends and develops recommendations that will help the Navy plan for future material needs for availabilities.
2. Analyzes material proposals, likely economic factors and available material data to determine and advise material managers, sponsors and customers on the feasibility of the proposals.
3. Participates in preparing and delivering the material assessment reports regarding completed research, presenting results, conclusions and recommendations for project sponsors.
4. Establishes updates, maintains the material history of items, and identifies the relationships to other material where applicable.
5. Develops and updates material procurement and forecasting plans and practices for Maintenance Standard piece-parts. Makes changes to the plans and procedures to improve and ensure material availability is maximized for the Fleet.

QUALIFICATIONS REQUIRED:

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered. Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-10 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Specialized experience must demonstrate the following:

* Collecting submarine procurement and usage data to identify material usage trends and develop recommendations for future needs.
* Contributing to the design, construction, overhaul, and repair of submarines utilizing multiple engineering disciplines.
* Evaluating and identifying submarine equipment and components for reutilization.
* Analyzing a wide array of material procurement and usage feedback data to understand trends over many maintenance availabilities from multiple shipyards to draw conclusions and write evaluation reports.

REQUIREMENTS:

Generally, current Federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. All qualifications and time-in-grade requirements must be met by the closing date of this announcement and clearly documented in your resume.

Selectee is required to participate in the Department of Defense direct deposit of pay program.

The selectee is required to travel, visit shops, and visit or ride submarines.

The selectee may be assigned to work areas where certain potentially harmful physical and chemical agents are present. These agents may include but are not limited to: fumes, dust, noise, heat, ionizing and non-ionizing radiation, chemicals, etc.

The selectee may be required to take medical examinations to assess his/her qualification for duty involving work with the above agents.

Occasionally, when riding submarines or visiting shops, the selectee may be required to climb ladders, stoop, walk, etc. This is different than the normal eight-hour work day which is typically sedentary.
